Overview
Integrated Television Services Limited (ITS) is a broadcast organization established in 2014, incorporated as a limited liability company, and licensed by the National Broadcasting Commission (NBC) in 2015. The company was created primarily to distribute broadcast signals nationwide in line with the Federal Government’s objective of migrating from analogue to digital broadcasting, as stipulated in the government’s White Paper on Digital Switchover.
Obligations of the Broadcasting Signal Distributor
Given the critical role that the Broadcasting Signal Distributor will play in the new environment, Government noted the following obligations:
- Provide services to broadcasters on an equitable, reasonable, non-preferential and non-discriminatory basis;
- Adhere to license conditions as stipulated by the Regulator;
- Provide quality delivery of broadcasting services as per contract
Between the Broadcasting Signal Distributor and the Broadcast Content Provider; such contracts should be approved by the regulator;
- Ensure that it provides National coverage whilst ensuring that each Broadcast Content Provider keeps to its assigned coverage area;
- Provide the regulator on a regular basis with information on the
Utilization of frequency channels;
VI. In determining its tariffs, which should be subject to oversight by the regulator, the Broadcasting Signal Distributor will be required to take into account the different categories of broadcasting licenses and the nature and technical parameters of the service provided to each licensee. This is to ensure that the different tariffs are appropriate to and commensurate with the various broadcasting services.
The incorporation of ITS was driven by the national aspiration to harness the full benefits of digital broadcasting for Nigeria and its citizens. This objective aims to provide Nigerian audiences with an enhanced television viewing experience while promoting enterprise development within the Digital Terrestrial Television (DTT) and Direct-To-Home (DTH) broadcasting value chains.
Mandate and Operations
ITS is mandated to build and operate a national broadcast signal distribution and transmission infrastructure. This initiative supports the broader national goal of ensuring a smooth transition from analogue to digital television broadcasting—delivering to Nigerians and broadcasters alike the most reliable, technologically advanced, and high-quality transmission services.
The company is deploying nationwide the necessary infrastructure to transmit television and radio signals on the DVB-T2 platform, within the framework of sustainability and technological convergence in the communications and services industry.
Through this platform, ITS provides broadcasters with a cost-effective, reliable medium to showcase their content in line with industry and international best practices.
Services
ITS offers capacity to evacuate broadcast signals from the operational bases of various broadcasters across the country and propagate them on national, regional, and local transmission platforms as licensed by the NBC, regardless of their size or location.
In addition, the company provides local playout facilities at its various transmission sites for broadcasters that wish to operate from those locations, thereby catering to all categories of content service providers.
Our signal processing and transport systems are designed to handle HD/SDI and IP-based signals. The signal evacuation process supports multiple formats, including IP, HD/SDI, optical fiber, microwave link, and satellite systems.
ITS also provides state-of-the-art transmission monitoring and real-time audience reception feedback systems, ensuring reliability and the widest possible reach through a network of transmitters and gap-filler sites designed for high availability and zero downtime.
Key Achievements
Successful launch of DTT services in several major cities: Jos, Osogbo, Ilorin, Enugu, Lagos, Kano, and Port Harcourt.
The Calabar site is 98% ready for transmission and will be fully operated and maintained by ITS upon completion.
Expanded access to digital television for viewers in these regions via the FreeTV Set-Top Box.
Partnerships with broadcasters to migrate their channels to the DTT platform.
